A parent shouts at a five year old to get away from the road, and the child freezes and cries. Did the shout work?

For that one thing, yes, and roads are exactly where volume earns its place. What it did not do is teach anything about roads, because what arrived was alarm rather than information. That is the whole shape of the problem in one example: the shout is very good at stopping something in the next second and very poor at changing anything by next week.
