Every workplace runs on a map nobody prints: who really decides, who to ask, what the polite route is. Picking that up by osmosis is exactly the channel that struggles here.
So you follow the written process, do it correctly, and it goes wrong anyway, and nobody can tell you why. The repair is to have it taught rather than absorbed. Find one person who has been there a while and ask them straight out how things actually work, then write down what they tell you. If you manage someone in this position, say the unwritten parts aloud instead of assuming they were noticed.

Qur’an and Sunnah
'Lord, increase me in knowledge!' (Quran 20:114). Asking to be taught what you never managed to pick up is a respectable position rather than an embarrassing one.
فَتَعَٰلَى ٱللَّهُ ٱلۡمَلِكُ ٱلۡحَقُّۗ وَلَا تَعۡجَلۡ بِٱلۡقُرۡءَانِ مِن قَبۡلِ أَن يُقۡضَىٰٓ إِلَيۡكَ وَحۡيُهُۥۖ وَقُل رَّبِّ زِدۡنِي عِلۡمࣰ ا

What the research says
A review of long-term treatment in adults concluded that short-term benefit from stimulants and atomoxetine is well documented, while evidence for effects on real-world outcomes over the longer run stays limited. Medication is not where this particular gap gets closed. Being told the unwritten rules has an obvious mechanism behind it even though nobody has run a trial on it.

If the medication question is the one burning a hole in your pocket, try holding it until last on purpose. Heard after everything else, the answer lands differently.
A child who has spent years being told they are careless will often say yes to whoever finally seems glad of them. Work on how they see themselves is not a soft extra to the clinical work.
