A rule that holds in your house and nowhere else is not really a rule. Children locate the unrestricted house within about a week.
So the awkward job is the useful one: a short message to the parents of the two or three friends your child spends most weekends with, agreeing roughly what happens at each other's houses. Not identical rules, just no house where everything goes. It also takes the sting out of it for your child, because it stops being your family's odd restriction and becomes what these families do.
Qur’an and Sunnah
Do not sit with them unless they start to talk of other things (Quran 4:140). The instruction takes for granted that the room you sit in shapes you, which is the same reason the other house matters.
وَقَدۡ نَزَّلَ عَلَيۡكُمۡ فِي ٱلۡكِتَٰبِ أَنۡ إِذَا سَمِعۡتُمۡ ءَايَٰتِ ٱللَّهِ يُكۡفَرُ بِهَا وَيُسۡتَهۡزَأُ بِهَا فَلَا تَقۡعُدُواْ مَعَهُمۡ حَتَّىٰ يَخُوضُواْ فِي حَدِيثٍ غَيۡرِهِۦٓ إِنَّكُمۡ إِذࣰ ا مِّثۡلُهُمۡۗ إِنَّ ٱللَّهَ جَامِعُ ٱلۡمُنَٰفِقِينَ وَٱلۡكَٰفِرِينَ فِي جَهَنَّمَ جَمِيعًا
As He has already revealed to you [believers] in the Scripture, if you hear people denying and ridiculing God’s revelation, do not sit with them unless they start to talk of other things, or else you yourselves will become like them: God will gather all the hypocrites and disbelievers together into Hell

What the research says
A review of the literature on problematic smartphone use in children and adolescents set out the risk factors that predict it, noting that comprehensive syntheses in this area are still scarce. It identifies what makes problems more likely rather than testing any parenting arrangement, so it cannot tell you that coordinating with other families works. What it supports is treating the surrounding environment as part of the picture instead of treating the child as the whole of it.

Write down three to five things you actually enjoy, small ones, and do one of them a day. That is the whole instruction.
There is a rough ladder for tech overuse. Build a schedule together with some outside control at first, add substitutes once the person can stop for a while, then more intensive care, and residential only when someone is entirely taken over by it.
If the phone was giving you company, an evening class in something practical will not cover it. Match what you put in its place to what it was actually providing.
