A friend or a counsellor telling you that you are not a monster helps, and it only takes you so far. The shame usually sits with one particular person, and it eases most when that person hears the thing and stays.
So aim a disclosure carefully rather than widely. Choose the person the shame is actually about, pick a moment with room in it, and say the small true version first. If you are the one being told something, know that your steadiness in that moment is doing more work than any advice you could offer.
Qur’an and Sunnah
Sincere repentance is set alongside a day when God 'will not disgrace' those who believed with the Prophet (Quran 66:8). Being fully known and not disgraced is the exact thing shame does not believe is possible.
يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ تُوبُوٓاْ إِلَى ٱللَّهِ تَوۡبَةࣰ نَّصُوحًا عَسَىٰ رَبُّكُمۡ أَن يُكَفِّرَ عَنكُمۡ سَيِّـَٔاتِكُمۡ وَيُدۡخِلَكُمۡ جَنَّٰتࣲ تَجۡرِي مِن تَحۡتِهَا ٱلۡأَنۡهَٰرُ يَوۡمَ لَا يُخۡزِي ٱللَّهُ ٱلنَّبِيَّ وَٱلَّذِينَ ءَامَنُواْ مَعَهُۥۖ نُورُهُمۡ يَسۡعَىٰ بَيۡنَ أَيۡدِيهِمۡ وَبِأَيۡمَٰنِهِمۡ يَقُولُونَ رَبَّنَآ أَتۡمِمۡ لَنَا نُورَنَا وَٱغۡفِرۡ لَنَآۖ إِنَّكَ عَلَىٰ كُلِّ شَيۡءࣲ قَدِيرࣱ
Believers, turn to God in sincere repentance. Your Lord may well cancel your bad deeds for you and admit you into Gardens graced with flowing streams, on a Day when God will not disgrace the Prophet or those who have believed with him. With their lights streaming out ahead of them and to their right, they will say, ‘Lord, perfect our lights for us and forgive us: You have power over everything.’

What the research says
The studies that developed the fears of compassion measures showed that highly self critical people often actively fear kindness, including kindness coming from others, and that this fear can be measured. This was measure development rather than a treatment trial, so it explains why receiving acceptance feels dangerous more than it tells you how to offer it. Mostly it is a reason to go slowly and in small steps.

Shame was built between people, so it tends to come undone between people too.
When not to
Do not stage a disclosure like this with someone who is currently contemptuous or unsafe; the point is a soft landing, not a test.

Shame speaks in one flat sentence: I am bad. Notice that it never offers evidence, it just announces a verdict.
Shame is visible before it is spoken. Shallow breath, eyes down, shoulders curling in, a voice gone small: the body says it first.
When a child cannot stop what is happening, the mind often settles on the one explanation that leaves some control: it must be me. Being powerless and being at fault are not the same thing, though they can feel identical.
