A child who does not feel safe cannot filter the room. The pencil scratch, the scraping chair, the fan and the rustle of a coat all arrive at the same volume as the teacher.
So the attention problem is real, and it is not the same thing as not caring or not trying. A quieter corner, a seat away from the noisy fan, a familiar adult nearby and less pressure to perform will do more than telling them to concentrate. Worth saying plainly to a school, because it changes what they offer.
Qur’an and Sunnah
'gave you hearing and sight and minds, so that you might be thankful' (Quran 16:78). Hearing, sight and mind are given together, and a child whose hearing is overwhelmed cannot make use of the rest.
وَٱللَّهُ أَخۡرَجَكُم مِّنۢ بُطُونِ أُمَّهَٰتِكُمۡ لَا تَعۡلَمُونَ شَيۡـࣰٔ ا وَجَعَلَ لَكُمُ ٱلسَّمۡعَ وَٱلۡأَبۡصَٰرَ وَٱلۡأَفۡـِٔدَةَ لَعَلَّكُمۡ تَشۡكُرُونَ

What the research says
A meta-analysis of a hundred and thirteen studies found acute stress helps or harms memory depending on its timing and the stage of memory involved. Stress does not simply switch learning off, it distorts it, which fits a child who remembers the frightening thing and not the lesson. Most of that work was laboratory studies with adults, so apply it to a classroom carefully.
